I think no: That's Bill Adama's special power, not the Admiral's. Also, that power is just for crisis card checks.

Correct on both counts. (His power works automatically though, so for skill checks from Crisis Cards on Adama's turn, you don't have the choice as to whether your 1 card counts positive - it will.)
