To answer the rules question, yes, this is something you can do. It involves moving to FTL Control and activating that location.
If you jump early, it's a die roll to determine whether you lose population. A
Strategic Planning
interrupt may be played to improve the odds, if anyone wishes to do so.

And while it's not immediately pertinent, I would just like to point out AGAIN that the checks we failed were primarily failed because of red and blue cards. You know... two colors that I never draw.
