I've consulted with the Braaaainns Trust about what we should do. His advice: "I suggest we win." We interpret it thus:
Pass Sao Paulo to the Scientist
Activate the Stargate to reach Atlanta
Pass San Francisco and Essen to the Medic
Ok, card me.

The Researcher hands over an SD card packed with epidemiology reports from Sao Paulo before catching a station to station flight to Atlanta. Once in Atlanta, the Researcher meets up with the medic at CDC headquarters and gives a presentation on COVID mitigation in San Francisco and Essen.
Then the Research draws Los Angeles (Yellow) and Istanbul (Black). Meanwhile, Zombies multiply in Algiers, putting it on the brink and yellow spreads in Mexico City.
The Situation:
The zombies are getting a tad scary.
PANDEMIC
So, after curing yellow, I can either clear Shanghai and Beijing, treat Cairo once without cards, or treat Algiers twice with a card.
Preferences?

I vote maybe treat Cairo. If we can save Black cards, all the better, and one cube should be enough just for now. I'd expect you'll have company by the Dispatcher's turn at the latest.

I like treating Cairo too. It's going to be a race between the zombie cure and two outbreaks. Defusing Cairo will help make a double outbreak less likely and keep a black card.

Oh, and the Dispatcher has Cairo so she can get the Scientist another black card on her turn. If the Scientist draws a black card, then we can win if we can survive until the Scientist's next turn. I'm glad we still have One Quiet Night.

Drinking two dozen Red Bulls, the Scientist stays up for 72 hours straight working feverishly on a cure for the yellow plague and succeeds. She then hops onto a station to station shuttle to Baghdad (if you can call Shanghai to Baghdad a shuttle). There, she takes a midnight train to Aleppo where she boards an EgyptAir Airbus 320neo to Cairo. Once free from the airport she meets a guy and buys a bucket of pig's brains and fertilizer and constructs a crude bomb in a dilapidated house. Using the pig's brains as bait, she lures in a zombie hoard and blows the place to kingdom come. Then the casually walks to a hotel to get a good night's sleep.
The Scientist then draws New York (Blue) and Mexico City (Yellow). Meanwhile, Zombies appear in Tehran and yellow plague spreads in Johannesburg, putting it on the brink.
