I'm assuming the Medic should go to Shanghai since it is a bit more central than Tokyo, and while harder to get to than Tehran, more of an immediate danger. Also, then the Dispatcher has an option of going to either Shanghai or Tokyo. Or, hey, Sao Paolo!

If I clear Tokyo and Shanghai blows, we'll have two outbreaks and use 5 cubes. If I clear Shanghai and Tokyo blows, we'll have three outbreaks and also use 5 cubes. I think the extra one outbreak margin is worth burning two black cards.

I think I agree with the Medic. Plus, if I get company it kills this whole Lost in Translation vibe I've got going on here.
I also think the Scientist should flip to pursuing a Red cure first. You're just as close to either Red or Yellow now (and I can help with either one), but Red's become more urgent.

At great expense the Medic catches a Gulfstream G700 and jets to Shanghai with refueling stops in Mumbai and Delhi. Once there, the Medic makes like McCoy and starts injecting everybody, wiping out all disease for now.
Then the Medic drew Manila and... a Government Grant!
Meanwhile.... the Zombie situation gets worse in Tehran resulting in an outbreak, and red plague spreads in just cleared Shanghai.

The Government Grant means that we can build a research station anywhere at anytime. It doesn't have to be on the Medic's turn.

Oh, duh. I forgot it was a Medic draw and was wondering if building research stations was a Medic thing I missed.

We're clearly still under serious pressure but your turn was a great result. I think Government Grant gives us two excellent options. This is based on the premise that we'd want the Dispatcher to use their Shanghai card to build a research station right in the Red hotspot. Now we have two possibilities:
1. If we use the Government Grant to build the Shanghai station, the Dispatcher could instead pass their card to the Scientist when the opportunity arises. We could thus be very close to a Red cure. (I won't say immediately; we could do it this round but at the expense of leaving cities on the edge for longer.)
2. However, I think there's a better option. We now have two hotspots. We'll need to be able to move between both of them. We could do this: the Dispatcher moves to Tokyo, cures a cube, moves to Shanghai and builds the research station. On my turn we can use the grant to build a station in Baghdad, I can use the two stations to trip over there and get to curing.
I think option 2 is our fastest way to get things under some semblance of control for a bit. It delays the Red Cure a little, but I think we can still manage that in not much more time.
