Time for some layout expansion. Phase II (Develop) is first.

Connie is the instigator and gets -1 cost. She plays Galactic Federation for 5 discards. This 6-cost development gives -2 cost on any future developments. At game end it's worth 2 VPs for each 6-cost development and 1 VP for each other development. It's currently worth 4 VPs. She then draws 1 card from Public Works.

omnis passes.

Laga plays Interstellar Bank. She gets -1 cost from Investment Credits, so it costs 1 discard. This lets her draw 1 card at the start of any Phase II.
