OK, we can't launch anymore RSV's until we fix the Hangar Deck.

Incorrect. You can launch RSVs through Command. You can't launch Apollo or Helo while the Hangar Deck is broken, because they are precious snowflakes and Command's not good enough for them. (Helo has avoided the issue by simply remaining in space.)
