Apollo chooses to draw another Quorum card. He now holds 11 Quorum cards, and must discard one. He tosses Enact Production Quotas.

Look at that President, burning the midnight oil. It has to take its toll. Specifically, on Tigh, who's getting all tuckered out just watching him. Tigh's crisis card is:
