Madam President. As I am currently recuperating in the sickbay, and will only draw one card next round, I need to ask whether you want my meager assistance or not, based on your assessment of our chances to pass. If you think we'll pass without it, I will conserve it for later. If, however, you think we are going to need it, or if you are as concerned as I am about losing another fuel during a crisis, I will contribute. I am concerned, however, that I have only four cards to assist us through 8 more crises, so I want to spend judiciously.
