Actually, since it's Adama's crisis card draw, and he is an Inspirational Leader, we're just at -2 from the Destiny Deck.
Bah. I'd forgotten about that. Indeed; as this is a skill check from a crisis card drawn by Admiral Adama, all cards of value 1 count as positive, no matter the colour.
