I think take the morale hit but both option do suck.Well, it's not called the 50/50 card. It is called a crisis card for a reason.
That said, I vote for option 2.

Ha! Awesome. Just as planned. Silly humans. Reverse psychology is so easy on humans. I just helped morale drop by nearly half! Mwhaha!

I'm afraid it's true, there's an assault, and it's massive. First we have the activations, but they're heavy raiders and basestars, so that does nothing. Then we add ships. This card adds four civilian ships, but there are only two left in reserve. Hoshi places them both in Sector 6.
