A Civilian Convoy costs 3 Fuel. However, thanks to a loophole in the rules, resources cannot go negative. (What would negative population look like? Zombies in space?) Fuel falls to 0. Admiral Cottle then chooses to lose MOral to raise Fual back to 1. The fleet lives!
