Cally, I think you remember wrong, actually. But let me think this through.

Staying in Command makes some sense to the Admiral part of me. And then I could, what, play a Quorum card as an action, is that how it works?

Or I could move to the President's Office and activate it, that's straightforward enough.

Or or or, I could move to FTL or Communications and play a Quorum card from there.

Any opinions from the humans?

That is correct. No matter where you are, you can spend an action to draw a Quorum card, or play a Quorum card. If you're in the President's Office, then you can double your efficiency: one action lets you either draw a card and play a card, or draw two cards.
