We can breathe a bit easier this time, but not too much easier since we have a Food Shortage.
I would request a little bit of input from my constituents on this one, as we are low on Food. I don't want to take the bigger Food hit, but it would mean losing my entire hand.

Yeah, sometimes it sucks being the President and the current player, and, unfortunately, I think the cards are a bigger concern right now, since there are ways to get Food back. I didn't want to make a decision without a little discussion, though.

Normally I'd say suck it up. But given the admiral has no cards... Passing skill checks with 2 players would be worse.
With trepidation, I say go for -2 food.

Tightening my belt, I choose Option 1 and hope to raise Food with some sort of speech or whatever.
