It does, but:
1. You need to put your orders in bold; and
2. You can work the Quorum either through your title or your location, so specify which one you're doing. (I figure Office, but still.)
3. Each time you activate your Office, you draw one Quorum card and can then choose to draw another one or play one. Which should also be reflected in your orders.
