OK, I have decided to go with the most exciting (for me, anyway) option and take two Actions.

Action 1: Launch a Mk VII into Sector 5. Hello Civvies!

Bonus Action from Launch: Activate Presidential Title to Draw another Quorum Card. Maybe this one will be useful! Governing from space, y'all. Living in the future.

Action 2: CAG another Mk VII into Sector 6 because, why not?

and finally Bonus Action from CAG: Reveal My Personal Goal and save 1 Pop. And some other stuff will happen. It's complicated.
