Aha! I knew that felt wrong. I had it backwards. Because when I was CAG, I was XO'd so much that I thought I always got three actions. But on my own turn, I only got two! Boooo.
FYI folks, Catan for iPad has a price drop! $4! So much easier to play when you don't have to set up the board !
