It does; with one other wrinkle. When the pursuit track reaches square 1 (as it will do with this activation), the CAG must place a new civilian ship on the board. When it reaches square 3, the CAG places two civvies. They may be placed in any space that does not already have a civvie. (If they all have civvies, the new ships can go anywhere.)

Aargh, I'm sorry, guys. I didn't know it would be so close when I sent in the CO's! I should have made them more conditional. So double thanks to Anders for the save.

I can help a little on the check. That's a pretty big resource loss if we fail the check. But I don't know how much treachery we want in our hands since Ellen already draws it and I can draw it but chose not to.
