I agree with Option 2. Both options suck, but spreading the suck around is probably the best way to go...wait, did that sound dirty?

BSG (Ellen)
Oh, whoops, I totally got distracted by something shiny. Let's make Option 2 official. Sorry nameless, faceless Galacticans! I hope this doesn't mean we're going all Soylent Greeen, that is terrible for my complexion.
BSG
Food falls by 1, and only avoids falling by another 1 due to Population also falling by 1, but it's nothing to do with cannibalism, ok? Ellen made a campaign promise about it and everything.
Finally, the raiders and jump track both advance. That concludes Ellen's turn. Boomer's cards are going out. Boomer, when you're ready, please post your move and action.

Well, those Raiders are going after those civvies, so let's go protect them.
I move to Sector 5 and CAG a Viper to Sector 4 and action-move to Sector 4.

Boomer organises the defences. "That'll put marzipan in your pie plate, bingo!" she proudly proclaims. Boomer's crisis card is:

Current Player's Choice
Boomer, when you're ready, please post your choice.
BSG (Boom-yah)
Although Option 1 is tempting, I don't think we need to be blowing cards on it when our other option is completely harmless, thanks to Gaeta. I choose Option 2.
BSG
The Cylons react to the message with a unanimous "The who with the what now?" No effect.
Finally, raiders and jump track advance once again. That concludes Boomer's turn. Her recon is going out. Six has opted to draw 1G/1B for her turn. Cards are going out now.

BSG (If you like anything, you will LOVE NEXTWAVE! BOOM!)
We will keep that Crisis on top.
I would like to point out that the auto-jump is imminent, so we need to take out that basestar posthaste. An XO to Gaeta could potentially take out the basestar AND the heavy.
