OK, from a Cylon location, I can play into Skill Checks, but I can't use cards for their text. What about Interrupts?
'cause given the way we keep overshooting, if I can use ICs from here, it might be best for now if I stayed here, mined the Politics deck, and kept Scouting crises.

No, that too is using a card for its text. If you infiltrate the fleet, however, you count as human for most purposes, including being able to play cards for their effect.
