Players can leave COs to do so if they wish, but in the absence of such orders, tanking simply means that no one wishes to play anything. This is so because it is after all the players' game, and it's not my place to make such decisions for them (not to mention potential secrecy concerns).

How much of a crisis is Population at this point? Is it wiser to wait for an XO and get an extra action on my turn? I don't see any of you in a great position to receive an XO at this point but I don't want to act before considering all the options. If you were to receive an XO right now could you make something wonderful happen?

Yeah, only Ellen is drawing Treachery. Well, Boomer has been by choice, but that's because she's all metal and whatnot. So yes, Ellen could have been ditching treachery during tanked checks, but it's not really a gamewide issue at this point.
If XO'd, I would probably move to Pegasus and start repairs there. Otherwise, I think dealing with population is probably a good idea as I'm a skosh worried about it, and we're coming up on the New Caprica phase here.

I keep worrying about Iron Will ruining all our plans. I also want At Any Cost to go my way at some point! Having, essentially, a two-color draw is kind of annoying sometimes when it comes to checks.
