Hm. If we're playing with the 10-card limit on the Quorum hand, I can't use all 4 draws without having to discard. Basically, I can draw 3 and play 1, or move to the Press Rom and start trawling for ICs. Thoughts?

I think it depends on how good your quorum cards are. They are freebies. It's not a worthless deal, just because you can only draw 3 free cards instead of 4.

Seems like you ought to have something you could play to some kind of benefit with a full hand of Quorum cards. Keep drawing, Mr. President! Screw the Press.
