I think you may need to pass on your bonus action in bold to make it clear. But, seriously, repairing an essential location and then revealing as a Cylon: a hilarious combo to remember for next time!

Allow me to simplify the situation. Chief Tyrol received an XO, which allows him either to take a move and action, or two actions. Since he moved to Pegasus CIC, he only gets one action. Chief Tyrol gets a bonus action when playing a Repair card, but only on his turn, so it does not apply here.
(One final note: the Chief played a Repair-2, not a Repair-1.)
