Well, Galacticans, how do we want to proceed? I could do some good stuff with the Quorum. We'll want Kat free soon, but we don't have a lot of cards. There's a Centurion on board, we'll probably want to do something about that before too long. Any thoughts?

If you can do Quorum-y stuff, that's what you're good at. Any way to raise our Morale? I have no cards, so getting Kat out of the brig would be difficult. The Centurion won't be a huge issue for a while since Heavy Raider activations are rare. So I say, Quorum.

OK, that's what I was thinking, too, so I will go ahead. I'll play a CS-3 to take an action instead of moving and (say it with me) activate the President's Office, draw a card and play Inspirational Speech.
