This involves a die roll that may raise Morale, and can be modified by a Strategic Planning before the fact and/or a Calculations after the fact. That'll be the case most of the time, unfortunately. The SP had a 1 in 4 chance of affecting that roll (if I rolled a 4 or 5).

They're both over the hand limit so they'd be discarding some anyway. So it's not as much of a penalty as it might be.
