I always figured their differring power levels explained it. So what if Batman takes out some crooked pols? It's not like if he takes out a corrupt city pol his next step would be grabbing the Capital Building during the next State of the Union address, throwing the White House on top, and throwing the whole thing into the sun. But if Superman could took out a city pol, well, once you start thinking in that direction, why not the next step.

Black Summer is the same concept writ large. A Superman analogue kills the President and Vice-President for war crimes against humanity, and the whole country goes crazy realizing that he has to be stopped, or who knows what he will do next...

EtA: And that have stop/kill the other supers before they start following in each other's footsteps.
