It means the government issues them a shiny laminated certificate with an official gold seal.
Well apparently the policy does not provide coverage for acts of terrorism that are not certified by the secretary of the treasury.

[NAFDA] Spike-centric discussion. Lusty, lewd (only occasionally crude), risqué (and frisqué), bawdy (Oh, lawdy!), flirty ('cuz we're purty), raunchy talk inside. Caveat lector.

not certified by the secretary of the treasury
I wonder why he gets to decide, rather than the secretary of state or defense.
The...treasury? Because they are the arbiters of what constitutes terrorism?

Terrorism = bad things happen to money.
Yes, the loss of money is the most important consequence of terrorism.
Randy Newman put it best "It's money that matters, hear what I say. It's money that matters, in the USA"
Ok. Big Bang Theory is freaking hysterical tonight.
The bread I made turned out pretty well, except that I forgot the salt, so it got that kind of blah unsalted bread taste. Still good once I put enough Earth Balance on top, though. Blueberry preserves work, too.
wooHoo! I found my passport, and it doesn't expire until Aug 2009! Yay me for cleaning! (and I would have NEVER thought to look where I found it).
Gah! I forgot to arrange a babysitter for tomorrow. There's a support group I want to check out and didn't realize it was meeting tomorrow. Going to text one of my potentials to see if they're available.
ND, DH would be very proud of you for reading the policy. Lots of people don't. He makes me read our insurance policies once a year so we know what's covered. Covered perils should be outlined carefully and there are definitions in print. Sounds like it's another way of making money on people's fears. What company is offering the coverage (if you don't mind saying)?
We purged before this last move but DH is a spartan. He does not like stuff or clutter. I'd be more of a collector if I didn't have someone urging me to get rid of useless shit. He's pretty ruthless about not gathering things. It helps, I suppose that he is not sentimental about anything and that he doesn't have any hobbies, per se.
