Was it a form letter? Sometimes the computer will reject certain combinations of letters, like, say BLO. Can you request review by a person?
No, there is no review in person in CA. Most likely it is that the letters BLO turned up in the word. Just really aggravating. You have to explain when you apply what it stands for, but they still reject for all kinds of reasons.
