I sent a very helpful email cc:ed to bigboss this morning, but didn't include the "sorry, but we don't want to do our jobs" bit from the earlier email. Just got a "great points! we'll let you know what we want to do." email back. So my tail is covered, but I still may end up on hold with national for the second time in two days. @@. they seem to have missed the part where I said "let me give you the information to empower you to manage this in-office, so that you'll know where emails are going no matter what..." but I don't think bigboss will miss it.
