It's legal in Wisconsin. You can drink at any age when accompanied by a parent. In practice, not a lot of bars will set you up with a boilermaker, but the law is on your side.
Ohio, too. Or, at least, that's what the law was before I was 21. After I turned 21, I didn't really have any need to keep track of the liquor laws as they apply to underage drinkers.
