I like the ringtone I heard in the state office building: Ozzy Osbourne's insane laugh from the beginning of "Crazy Train" (I think). Lots of people quietly standing around the lobby, security guards et al., then that laugh bursts out over the crowd and a guy is fumbling at his pocket to shut his phone up. The guards did jump and reach for their sidearms, so you can forgive the phone owner's panic.
