If so, maybe this is a good time to describe the family emergency policy, and also obligations while at work, etc. If there's a real emergency (though I take it there isn't from your frustration level), she/he still needs to know that this makes life hard for everyone else.

I know you need to document it, but it might be a good idea to check out the circumstances, and then send a follow-up email with:

No, she's an adult who has worked here for years (thus the "I can't fire you right now" problem) and has a day job.

I suspect I only got this email because last time she showed up two hours late for a shift (without bothering to tell me) I told her (in writing) that it wasn't acceptable to do so.

I also suspect that the next time she does this, it will be an "emergency".
