Is this person a student? If so, maybe this is a good time to describe the family emergency policy, and also obligations while at work, etc. If there's a real emergency (though I take it there isn't from your frustration level), she/he still needs to know that this makes life hard for everyone else.

I know you need to document it, but it might be a good idea to check out the circumstances, and then send a follow-up email with:

As we discussed, your need to [pull your sister from the gates of hell] exactly 50% of the way through your scheduled working time, without notifying us in a timely fashion so that we could try to find a replacement, or scheduling your own replacement is a one-time event. Future issues with your schedule must be discussed and agreed upon well in advance in order to avoid complicating the working schedule of the library.

No, she's an adult who has worked here for years (thus the "I can't fire you right now" problem) and has a day job.

I suspect I only got this email because last time she showed up two hours late for a shift (without bothering to tell me) I told her (in writing) that it wasn't acceptable to do so.

I also suspect that the next time she does this, it will be an "emergency".
