It turns out that the CIA killed Vance's wife so now Gibbs has been muscled into assassinating his ex-wife's ex-husband?
Not quite. The CIA killed someone else that died earlier in the season, but they wanted the guy who killed Ziva's dad and the Director's wife to be blamed for it. So, they didn't want Ziva's and Gibbs to arrest the guy who killed the loved ones and find out he didn't d the other murders. Meanwhile, the sent Gibbs on a super secret mission so he wouldn't have to testify about all the things he has done. I don't think his target is going to end up being Fornell. I think it's going to be whoever Fornell is protecting.
It DOES seem unlikely that he's there to kill Fornell.
So the CIA was cool with Ziva accidentally tossing the dude off the ship and Tom Hanks' kid is a bit of a rogue?

Yeah, I can't seeing this show doing that, and it did look like Fornell was protecting someone still in the car.

Yes, to the second question, but as to the first, it's not really clear. They're mad at her for going after the dude in the first place. Note that I'm not claiming that any of this makes sense or is good storytelling. I mainly still watch NCIS to see what Abby will be wearing; I still really want her apron from a couple weeks ago.

Why are they upset for her going after a guy they didn't want questioned? Letting him frolic around living the high-life on blood diamonds while carrying a secret that could ruin them really wasn't the best long-term solutiong, CIA.
I still watch it because I love each and every one of them whether they make any damn sense or not. And, omg Tony and Ziva, kiss already.
I figure Tony and Ziva got drunk one night, think they had sex, are horrified with themselves and pretending it never happened. I don't see as much UST as I used to, and more "Can I really trust you to be someone I want to hold on to?"
I do like Ziva better than Kate (though Kate only had two seasons to develop). Ziva being in Tony's face about sex is much less grating than Kate being prim and horrified all the time.
edit: thought Gibb's Alternate Universe with Tony and Kate having a kid was hysterical.
Okay, so the end of the first half of the Elementary finale: I DO NOT like this twist. Not at all.
