I have a fair amount of real life experience being mad at guys who have this "perfect moment" hangup, when they should just do it already.

Yeah, I can totally see both sides of the issue: I understand why he didn't do it, especially not right at that moment, because the moment would be forever tainted by association with Andy's ridiculousness. On the other hand, later that night? On the way home? At breakfast the next morning? Come on, Jim, just man up and do it! Nobody else needs to know that it happened on the same day as Andy's proposal.
