Deadline says they hear Sony initially asked David Guarascio and Moses Port, who were the showrunners on Season 4, to return for Season 5, but they declined.
So they renewed the show and now have no one to run it!
Deadline also refer to Season 5 as "the final chapter" the series, with the intention of Harmon coming in to guide the show he began to its finish - though officially, Sony and NBC haven't made any "final season" announcement about Community, which has secured last-minute renewals the past couple of years.

They did their best, and everyone was still unhappy with them?
Harmon seems to be, among many other things, a cantankerous ass, and an imaginative one, so who the hell knows how he makes decisions?
Yeah, I could see him being all "Fuck you, you fuckers kicked me out and now you need me. Suck it, I'm not coming back!" or "I get to finish my vision, woohoo!". Or some other thing that I cannot even imagine but when it happens I will somehow not be surprised.
