From what little I've seen of the show, there were SS officials more cuddly than that character. Was he written that horrible right from the start, or did the writers start incorporating Chase's personality after exposure to it?
I feel that at the outset, he was clueless-privilege bigoted, but as it went on (especially into Season 2), he became activaly spiteful and malicious.

Searching on Thursday and Thursdays (boo! spoilt your search right here!) doesn't raise any mention of it. You will need to think louder, at least until we get the neural uplink code better debugged. You do not want those glitches in your matrix.
