Nope, Jen basically had it right: kuh-WHENG-guh.
Most of the wonky pronounciations in So Cal have to do with the weird bastardization of Spanish. When I was in Washington I couldn't even guess how to pronounce a lot of the place names. Didn't fit my mispronounce-the-Spanish profile.
