I think the latter. Because he lied about where he was on the day that he was supposed to be doing that blood test. He said he was in Mexico but really he was in Monaco. Or something.

Really, that's just a few letters in the middle! And, depending on where you are in Mexico, it might be just like Monaco, only without any royalty.
(Or it might be slobbering drunken college students groping one another in bug-infested fleabag motels, but I am sure they have that in Monaco too. Except all the college students have to wear tuxedos.)
