It certainly could be in Spoilers, except that spoilers for everything are in there, and some people are very spoiler-averse. I'm a spoiler whore, myself, but I do understand that there are more delicate sensibilities out there.

Formally, aired-on-TV promos and cast list (and, I guess, premise) are legit material. Interviews, photo spreads, hinty discussion, etc. are still spoilers (some may be Lite spoilers). Until the show gets on the schedule, there shouldn't be much to talk about that isn't spoilery.
(FWIW, Spoilers hasn't had much discussion in it recently, just guest stars and episode titles. It should be possible to jump to the last post in the thread and start a new topic without too much intentional blindness.)

I totally read this as meaning a "dear husband" thread (despite knowing what the conversation was about). I've DEFINITELY been around here too long.
I read it as "Doctor Who". Clearly, I need to learn how to spell.
