Well not canonically, no, but this is transformative fiction.
Barrowman's got a good jaw--very reassuring in a damsel-rescuing way, but no, not just-jawed. The real Jack Harkness was much more endowed in that sense.

Sci Fi Channel has picked up cable rerun rights to the first two seasons of CBS' Jericho. According to the Reporter, the post-apocalyptic drama will make its Sci Fi debut with a four-episode marathon starting at 7 pm/ET on Feb. 11, the day before Jericho unspools its sophomore run on CBS — and will be simulcast in hi-def on Sci Fi HD. Jericho then will settle into a Mondays-at-10 time slot starting Feb. 18.
