There is considerable overlap between the intelligence of the smartest bears and the dumbest tourists.

And again, I think he just doesn't want so much blood on his hands. And knows that ain't gonna happen, not with the things he needs to do.

That's what moved me so much about Smith's desperate sadness at the end -- even *the Doctor* doesn't want to be this person, with the ruthlessness and the darkness just beneath the skin, but he has to be. Because the universe needs the Doctor.
