Barrowman was raised in the U.S., though he's Scottish by birth. You can definitely hear the British influence in his voice and his word choices, though.

I think it's possibly that he's done so much stage work. Barrowman really enunciates.

Yes he does. I notice this because my mother is rather a freak about it. She even took Elocution in HS. (Class of '40) Deaf friends note how easy it is to read her lips. I notice the same with him. (Eww, comparing mom with JB)

He has a lovely singing voice. Plenty of samples on You Tube. Bless them.
