Happy Birthday Noise Design!
I got up, got dressed, was running a few minutes late, and as I was about to walk out the door, looked at my cellphone: turns out, power is out at work, so we've been told not to come in! Whoot!
I start planning my day. Go get coffee, go mail my taxes and check out that store I wanted to see, go to IKEA on a day when it's not mad busy, and then I have an alumni function in the early evening...fabulous!
Only problem being, like a good employee, I try to check my email. And when that doesnt' work, try a different way. I send a few emails, I call soemone...and then I get a "power's on!" email. BOOO.
Do I pretend I never go the email and go get some coffee and stuff?

I think that if they informed you not to come in via cell phone, then that's the way they should tell you come in.
However, if your whole office is a bunch of good employees who would have found a way to check their email and it's going to make you look delinquent, then you should probably go in (but no rush).
