is not "offically" part of the War Games storyline, but as noted there will be reflections on the events that happen elsewhere (heck, the next issue they still have to finish out the current arc).
Birds of Prey
is the only other Bat-title not part of the crossover, but you can be sure that Oracle will appear in the other books. (Can't say for sure about Dinah or Helena).
