Dana, in CA I think that either the homeowners assn insurance or the neighbor's would have to pay for part of the electricity plus new carpet, new paint (and mold inspection) if needed and any other repairs. Check your CC&R's (if you have 'em) just in case.

She doesn't even like to answer her door. We've seen more of her during this little crisis than we have during the past...three years? she's lived here.

We really did need the new appliances, and the old ones weren't damaged (as far as I know). This way, we'll get to enjoy having a new dishwasher and stove for a while.
Is the neighbor an idiot? Why didn't they check her lines for a blockage after the first freakin' flood? It only takes an hour or so to unseat a toilet and check for blockages in it and the line. /voice of experience.
