I shave with a rotary, and I think it must be faster than with a blade, though not as clean. (It took me into my thirties to develop even moderately thick stubble aside from the goatee area, so it serves well enough.)
I'd recommend shaving dry before a shower, as I've noticed much more irritation if I shave afterwards. Slow, light, circular movements to hit the whiskers from multiple directions.
