Exactly this. My classroom has (for all intents and purposes) no heat. I'm huddled over a space heater at the moment because 58 degress outside may not be bad, but it's no fun inside.
If you buy a car out of state you gotta pay sales tax on the state you bring it in to (at least if you live in IL). That was a big surprise to me (an there was no way to not pay it).
Yeah, I bought my current car in WI, figuring I'd save myself some money with the cheaper sales taxes and they were all "Oh, no, you've got to pay IL sales taxes on this."

We're having a movie in the conference room at 3:30, but I really do have a shitload of work to do (I've been working HARD this week -- have you people noticed??), but now I don't want to do it. Bah.
I can't remember if I had to pay the excise tax on my old car when I moved up here. God knows I only registered it and got a new license when the NC registration was about to expire. And then I had the rude shock of city car insurance rates.
eta: They make you pay the tax when you get the title transfered to you. So that wouldn't apply if you buy a car out of state and then move to IL.
That bit me in the ass when I shipped my car back from Spain. It was an American car, paid for with American dollars and then shipped to Spain for me. When I came home, since the car had never been registered in the US, the state of WI made me pay tax on it. I was quite irritated at having to pay tax on a car that was three years old.
