I always loose that thing in Office 2007 and can never get it back without restarting (in XP though).
I've lost it before too, and I can NEVER remember how to get it back.
I guess I am not much help, but I sympathize.
All I can say is that I am pretty sure it is not a tool bar, and I feel like it might be a keyboard shortcut that fixes it.
I tried to customize the formatting toolbar and when the customize window comes up, I can see the text box, but I can't select it in the window. DAMN!

In my experience, this usually means that you've accidentally repositioned one of the toolbars, and it's covering up part of another toolbar.
In this case, GC, there should be a down-pointing arrow that drops down a menu with the unseen toolbar items, on the right hand side of the toolbar in question.
I got it back - it was hidden behind another toolbar (???!!!).

I was a long-time Compuserve user. They got way too expensive, so I left them for earthlink.
Now I have no use for earthlink.

I recommend setting your toolbars just the way you want them, and then locking the toolbars. This will prevent accidental repositioning, which is ridiculously easy to do.
