Lower the resolution you are running at by one notch. If it is at 1280x1024 drop it to 1024x768.

Once I had a cat throw up into my monitor, and the monitor got really dim and fuzzy.

That does sound like the monitor. You can hook it up to another computer to make sure if that is a possibility, but I would be shocked if it wasn't the monitor.
