Basically, I would get the Google Voice number, and give that to clients, but I would also need to send the new number out to friends and family?

If people called my regular cell number instead of the GV number, I wouldn't be able to utilize the GV features? Am I reading the info right?

Yes.

For voicemail and its associated features, the answer is maybe. Depends on your cell carrier. Some allow you to divert your voicemail to another service (i.e. GV). For other features, the answer is yes, they'd need to call the GV #.
