I'm not sure what she's saying here. Lots of parents are legally bound to their children but still split. And lots of times it's bad for the kids. I respect that they're not getting married, but it seems like a weird thing to say. Does it seem like that to anyone else?
I read it as they've both had failed marriages so they know that commitments just to the person can end up not lasting. What they are committed to now is their family, as a whole. I think that is a more permanent binding, the way I read it. He adopted her children, that reads to me like a bigger commitment than a marriage even.

And, yeah, I spent more time thinking that over than I would like to admit.
